Abstract

Indonesia sebagai negara religius sekalipun bukan negara theokrasi tengah berupaya melindungi hak-hak beragama warganegaranya dalam memperoleh dan mengkonsumsi produk yang aman (halal). Berbagai regulasi mulai dari undang-undang sampai pada keputusan yang bersifat operasional telah diterbitkan dengan satu statmen bahwa produk yang masuk, beredar, dan diperdagangkan di wilayah Indonesia wajib bersertifikat halal, dengan tahapan awal produk jenis makanan, minuman, hasil sembelihan dan jasa penyembelihan selambat-lambatnya tanggal 17 Oktober 2024.

Penelitian ini berupaya untuk mengetahui seluk beluk sertifikat halal dan kontribusinya terhadap ekonomi indonesia di pasar global. Melalui pendekatan kualitatif jenis penelitian studi literatur menggunakan metode pengumpulan data triangulasi teori (theory triangulation) dengan pengambilan data sekunder dari publikasi ilmiah, buku, website dan surat kabar diperoleh hasil penelitian sebagai berikut:

Pertama, prosedur yang paling mudah dan murah adalah pelaku usaha mengangkat Penyelia Halal yang salah satu tugasnya menyusun Manual Sistem Jaminan Produk Halal (SJPH) kemudian dijaukan ke BPJPH dengan biaya nol rupiah lewat jalur SEHATI;

Kedua, pelaku usaha yang melanggar penyelenggaraan Jaminan Produk Halal (JPH) dikenakan sanksi administratif berupa: (1) Peringatan tertulis; (2) Denda administratif; (3) Pencabutan sertifikat halal dan/atau (4) Penarikan barang dari peredaraan, dan

Ketiga, dengan terbitnya Undang-undang Nomor 33 Tahun 2014 tentang Jaminan Produk Halal memberikan angin segar bagi masa depan pengembangan industri pangan halal di Indonesia seperti pengembangan agroindustri dan produk FMCG (Fast Moving Consumer Goods) halal; pengembangan e-commerce produk pangan halal oleh pelaku industri; optimalisasi momen MEA untuk meningkatkan perkembangan sektor UMKM; pengembangan produk premium halal organik; dan pengembangan event pangan halal global lainnya. Hal ini menndakan bahwa sertifikasi halal akan berdampak positif pada penguatan ekonomi Indonesia bersaing dengan negara- negara lain.

Indonesia as a religious country, although not a theocracy, is trying to protect the religious rights of its citizens in obtaining and consuming safe (halal) products. Various regulations ranging from laws to operational decisions have been issued with a statement that products that enter, circulate, and are traded in the territory of Indonesia must be halal certified, with the initial stages of product types of food, beverages, slaughter products and slaughter services no later than no later than October 17, 2024.This research seeks to find out the ins and outs of halal certificates and their contribution to the Indonesian economy in the global market. Through a qualitative approach to the type of literature study research using the theory triangulation data collection method by collecting secondary data from scientific publications, books, websites and newspapers, the following research results are obtained:First, the easiest and cheapest procedure is for the business actor to appoint a Halal Supervisor whose one of his duties is to compile the Halal Product Assurance System Manual (SJPH) and then submit it to BPJPH with a zero rupiah fee via the SEHATI route;Second, business actors who violate the implementation of Halal Product Assurance (JPH) are subject to administrative sanctions in the form of: (1) Written warning; (2) Administrative fines; (3) Halal certificate revocation and/or (4) Withdrawal of goods from circulationThird, the issuance of Law Number 33 of 2014 concerning Guarantees for Halal Products provides a breath of fresh air for the future development of the halal food industry in Indonesia such as the development of halal agro-industry and FMCG (Fast Moving Consumer Goods) products; development of e-commerce of halal food products by industry players; optimizing the MEA moment to increase the development of the MSME sector; development of premium organic halal products; and development of other global halal food events. This indicates that halal certification will have a positive impact on strengthening the Indonesian economy to compete with other countries.
