Abstract

Grand Desain Reformasi Birokrasi sudah diambang pintu keluar, artinya tahun 2024 Indonesia sudah harus menunjukkan keberhasilan dalam menjadikan pemerintah sebagai organisasi berkelas dunia. Namun apakah pelaksanaan reformasi birokrasi di Lembaga/Kementerian/Pemerintah Daerah khususnya di Kementerian Agama sudah berhasil. Penelitian ini bertujuan untuk mengetahui: (1) Inti reformasi birokrasi, (2) Wujud reformasi birokrasi Kementerian Agama, dan (3) Keberhasilan reformasi birokrasi di Kementerian Agama.

Hasil penelitian peneiltian studi kasus menggunakan pendekatan deskriptif kualitatif menunjukkan: (1) Inti dari reformasi birokrasi Indonesia adalah perubahan pada 8 area mendasar penyelenggaraan pemerintahan yang meliputi (a) manajemen perubahan, (b) deregulasi kebijakan, (c) penataan dan penguatan organisasi, (d) penataan tatalaksana, (e) penataan sistem manajemen SDM aparatur, (f) penguatan akuntabilitas, (g) peningkatan kualitas pelayanan publik, dan (8) penguatan pengawasan; (2) Wujud reformasi birokrasi di Kementerian Agama adalah dengan dipatrikannya lima nilai dasar/budaya kerja dalam format Kode Etik yang harus dipegang teguh dan dilaksanakan oleh setiap ASN Kementerian Agama; dan (3) Dari perspektif teoritis reformasi birokrasi Kementerian Agama dapat dikatakan berhasil dengan diptrikannya lima nilai budaya kerja dalam kode etik Pegawai ASN Kementerian Agama. Dari perspektif praktis juga dapat dikatakan berhasil karena didukung oleh komitmen seluruh UPT Kementerian Agama untuk menerapkan Zona Integritas menuju WBK dan WBBM. Keberhasilan tersebut juga ditunjang dengan pencapaian WTP Kemenag untuk kelima kalinya di tahun 2021.

The Grand Design of Bureaucratic Reform is on the verge of exit, meaning that by 2024 Indonesia must show success in making government a world-class organization. However, has the implementation of bureaucratic reform in Institutions/Ministries/Regional Governments, particularly in the Ministry of Religion, been successful? This study aims to find out: (1) The essence of bureaucratic reform, (2) The form of bureaucratic reform in the Ministry of Religion, and (3) The success of bureaucratic reform in the Ministry of Religion.The results of the case study research using a qualitative descriptive approach show: (1) The core of Indonesian bureaucratic reform is a change in 8 fundamental areas of governance which include (a) change management, (b) policy deregulation, (c) organization structuring and strengthening, ( d) structuring management, (e) structuring the HR management system for apparatus, (f) strengthening accountability, (g) improving the quality of public services, and (8) strengthening supervision; (2) The form of bureaucratic reform in the Ministry of Religion is the establishment of five basic values/work culture in the format of a Code of Ethics which must be adhered to and implemented by every ASN of the Ministry of Religion; and (3) From a theoretical perspective, bureaucratic reform of the Ministry of Religion can be said to be successful with the establishment of five work cultural values ​​in the code of ethics for ASN Employees of the Ministry of Religion. From a practical perspective it can also be said to be successful because it is supported by the commitment of all UPTs of the Ministry of Religion to implement the Integrity Zone towards WBK and WBBM. This success was also supported by the achievement of the Ministry of Religion's WTP for the fifth time in 2021.
