The importance of building empathy in learning, this can have a good impact on the implementation of learning. The aim of the research is to analyze the concept and implementation of empathy in learning among Employee Orientation participants with Work Agreements at the Manado Religious Education and Training Center. The research method is qualitative research which looks at training phenomena which will be analyzed in the aspect of building empathy from a learning perspective. The research informants were widyaiswara, participants and the organizing committee. The research stages are: data collection, data reduction, data display and conclusion drawing. Research results: 1) Empathy in the learning context at the PPPK orientation at the Manado Religious Education and Training Center is very important, this has a positive impact on learning, where there is good interaction between the tutor and the training participants. Increased learning motivation for orientation participants because Widyaiswara can build empathy in terms of concern between participants by working together in group discussions and in carrying out group assignments. 2) Implementation of empathy in learning at PPPK orientation at the Manado Religious Education and Training Center, generally through 3 (three) stages, namely: a) Generating awareness and vocabulary of emotional expression; Widyaiswara must create a conducive learning environment. b) Increase sensitivity to other people's feelings; identify the needs of training participants. c) Develop empathy for other people's points of view. The conclusion is that developing empathy in learning at PPPK orientation is very important to optimize training implementation.
